That the following Time Sensitive closed session matter be added to the agenda: a) To consider personal matters about identifiable individual, including municipal or local board employees; and to the receiving of advice that is solicitor-client privilege, including communications necessary for that purpose pertaining to a contract for services; (Section 239(2)(b) and (f) of the Municipal Act, 2001) - (Agenda Item 17.1 a)

a) That the Amended Naming Rights Policy found in Appendix 2 to staff report SRCM.21.02, be approved; b) That the Richmond Hill Public Library Board be authorized, subject to the provisions of the City’s Naming Rights Policy and Council’s final approval, to solicit, negotiate and administer Naming Right Agreements for the interior and exterior of City libraries on behalf of the City.

a) That the revised Zoning By-law Amendment and draft Plan of Subdivision applications submitted by 2702485 Ontario Inc. for the lands known as Part of Lot 47, Concession 1, E.Y.S. (Municipal Address: 178 Centre Street East), City Files D02-19022 and D03-19006, be approved, subject to the following: (i) that the subject lands be rezoned from Industrial Class 1 (I- C1) Zone to Residential Multiple First Density – Special (RM1-S) Zone under By-law 66-71, as amended, and that the amending Zoning By-law establish site specific development standards as outlined in Staff Report SRPI.21.025; (ii) that prior to the amending Zoning By-law being brought forward to a Council meeting for consideration and enactment, confirmation be received that the applicant has registered restrictions over the subject lands under Section 118 of the Land Titles Act; (iii) that pursuant to Section 34(17) of the Planning Act, Council deem that no further notice be required with respect to any necessary modifications to the draft Zoning By-law to implement the proposed development on the subject lands; (iv) that the Plan of Subdivision depicted on Map 6 to Staff Report SRPPI.21.025 be draft approved, subject to the conditions as set out in Appendix “C”; (v) that prior to draft approval being granted, the applicant pay the applicable processing fee in accordance with the City’s Tariff of Fees By-law. b) That Site Plan Control By-law 137-09, as amended, be further amended to include the subject lands within

a) That March 21, 2021 be proclaimed as Richmond Hill Down Syndrome Day in the City of Richmond Hill.

a) That the month of June 2021 be proclaimed as National Deafblind Awareness Month in the City of Richmond Hill.

That the following By-laws be approved: 16.1 By-law 19-21 - A By-law to Amend By-law 2523, as amended, of The Corporation of the former Township of Vaughan 16.2 By-law 22-21 - A By-law to Amend By-law 66-71, as amended, of The Corporation of the City of Richmond Hill March 10, 2021 C#11-21 16.3 By-law 30-21 - A By-law to amend By-law 313-96, as amended, of The Corporation of the City of Richmond Hill and By-law 1703, as amended, of the former Township of Whithcurch

That By-law 35-21, A By-law to confirm the proceedings of Council at this meeting, be passed.
